The statutory obligation for authorities to use Suomi.fi Data Exchange Layer ended on 1 January 2026

At the turn of the year, an amendment was made to the Act on Common Support Services for Electronic Administrative Transactions (571/2016), which means that the use of the Suomi.fiOpens in a new window. Data Exchange Layer is no longer a statutory obligation for public authorities, but is now voluntary.  At the same time, we would like to emphasize that Digital and Population Data Services Agency will continue to actively maintain and develop the service. Customers will receive support for deployment and maintenance as before. The plans for 2026 include significant improvements to usability, such as the introduction of the ACME feature.

The Suomi.fiOpens in a new window. Data Exchange Layer will remain an efficient and secure solution that facilitates data transfer between operators and reduces overlapping implementations.

Together, we will continue to ensure smooth and secure information exchange.
