AI cannot understand the operation of an organisation
An AI system is really just a data processing machine. Its operations are entirely dependent on the data input and the objectives, competence and accountable actions of the owner organisation.
An often-recurring concept of accountable AI development is human-in-the-loop. In practice, human-in-the-loop means that ultimately only a natural person can both monitor the operation of a system and approve the outputs of the system and their use.
The challenge of this principle is extending the use of AI systems to the processing of individual cases and perhaps also to actual decision-making over time.
