Compensation for damage caused by protected animals and prevention of damage

You can apply for a grant from the Economic Development Centre to prevent damage caused by species protected under the Nature Conservation Act. You can also apply for compensation and support for damage caused by these species.

Apply for a grant, compensation and support, as well as their payment, primarily in the e-service.

In the e-service, the application can be submitted by an authorised person. Persons without separate authorisation can act on behalf of an organisation if they have an existing mandate for transactions or a right based on register data.

The e-service mandate theme is Applying for subsidies for employment, environment, business and transport. Authorisation follows the Suomi.fi e-Authorizations instructions.

The grant for preventing damage caused by protected species was last applied for 17 October–1 December 2025. The next period will be at the end of 2026.

For compensation for crop and animal damage caused by animals, first complete a damage report without delay. Then submit a separate application by year-end. Support related to golden eagle and osprey nesting is applied for annually by 31 October.

How to apply for grant, compensation and support

Apply for the grant, compensation and support primarily in the e-service. Log in to the service using your personal bank identification, mobile certificate, or certificate card. Please note that some applications can only be submitted in the e-service.

Fill out the application and add the necessary attachments through the service menu. Internal instructions in the service will help you complete the application. Notifications from the service inform you about the progress of your case. By using the e-service, you can submit the application, respond to requests for additional information, complete your application, and receive decisions related to your case.

If it is not possible to use the e-service, you can apply using a printable form, if one is available. Submit the completed form to the Economic Development Centre by post, e-mail, or in person. You can also submit the completed form an attachment to the general service form.

How to apply for the payment

Apply for the payment according to the decision in the e-service. Log in to the service using your personal bank identification, mobile certificate, or certificate card. Fill out the payment application thoroughly on the Payments tab and attach the required documents.

Use the printable form to apply for the payment if you applied for the grant or compensation by using a printable form instead of the e-service. Submit the completed form and its attachments to the KEHA Centre by post. You can also submit the completed form an attachment to the general service form.

To whom and on what terms

Grants for prevention of damage can be granted for the procurement of goods and services, as well as for research and development.

Grants for prevention of damage to buildings may be granted to natural persons and other entities, with the exception of central government accounting offices.

As crop damage can be compensated damages caused by protected animals to fields, gardens, nurseries and harvests. Compensation for agricultural damage can be paid to a company operating in primary agricultural production. Eligible costs shall be the costs of damage caused as a direct consequence of the damage event.

As animal damage can be compensated the damages caused by protected animals to a farmed animal or to a domestic animal. Compensation for animal damage can be paid to a natural person, a company operating in primary agricultural production and reindeer herding cooperative.

Reindeer husbandry support based on the nesting of the golden eagle may be granted to the reindeer herding cooperative. The aid is limited to the area of golden eagles nesting in the reindeer husbandry area or to partial retreats. If there is no golden eagle nesting in the reindeer herding area, the reindeer owner's damage can be compensated as animal damage.

Fisheries support may be granted to undertakings in the fish farming sector on the basis of the calculated value of farmed fish used to feed the salvage.

Conditions for payment

The condition for the grant is that the preventive measures are estimated to reduce the consequences of the damage and mitigate the risks associated with it. In addition, the beneficiary must not have received any other public funding for the same action.

The condition for payment of compensation is conditional on the injured party having tried to prevent the damage from occurring or its extension by reasonable means available to him. The injured party has filed the damage immediately after finding it to the authority. The damage must be verified by an independent expert approved by the Economic Development Centre.

Support based on golden eagle nesting can be paid if the reindeer herding association's area is located in the golden eagle's territory. The reindeer herding association pays compensation to the reindeer owner, at his request, for ear-tagged reindeer killed by a golden eagle or culled due to damage caused by a golden eagle.

Support based on osprey nesting can be paid if osprey nests are located within the area of ​​influence of the fish farm.
