Kela pays
- the home care subsidy to the child’s primary carer, which is usually you as the parent. You can use the subsidy to pay a carer’s wages.
- the private day care allowance directly to the private carer or early childhood education and care provider. You will pay the difference between the day care fee and private day care allowance.
An ECEC expert will meet with the caregiver, or make a control visit at your chosen place of care (when the person is employed by several families). The expert will also sign an application for Kela, stating that you are eligible to receive allowance for home care of your child. After receiving the expert’s form, parents may apply for home care allowance or private day care allowance at Kela.
To whom and on what terms
The parents are to choose their child’s caregiver themselves. Please contact the municipality before you sign a contract with a caregiver. The municipality will control that the person is qualified.
Background information
A family can hire a child carer to work in their home and receive a home care or private day care allowance to cover some of the wage costs. Home care allowance is granted for caring for a child aged under 3 years, and private care allowance for a child who is under the school age. Several families can jointly act as the carer’s employer, with one of the adults being designated as the person responsible for the employer’s duties.
A carer employed at home does not provide early childhood education and care in accordance with the Act on Early Childhood Education and Care.
