Apply for a grant and for the payment of the approved grant primarily in the e-service. If it is not possible to use the e-service, you can also apply for the grant using a printable form.
In the e-service, the application can be submitted by an authorised person. Persons without separate authorisation can act on behalf of an organisation if they have an existing mandate for transactions or a right based on register data.
The mandate theme for e-service is Applying for subsidies for employment, environment, business and transport. Authorisation follows the instructions for Suomi.fi e-Authorizations.
Authorised persons act on behalf of their organisation through Suomi.fi e-Identification. The service verifies the person's right to use the service when logging in. In addition to authorisations, organisations need a Business ID to use the e-service.
How to apply for the grant
Apply for the grant primarily in the e-service. Log in to the service using your personal bank identification, mobile certificate, or certificate card.
Fill out the application and add the necessary attachments through the service menu. Internal instructions in the service will help you complete the application. Notifications from the service inform you about the progress of your case. By using the e-service, you can submit the application, respond to requests for additional information, complete your application, and receive decisions related to your case.
If it is not possible to use the e-service, apply for the grant using a printable form. Submit the application to the Economic Development Centre by post, e-mail, or in person. The application can also be submitted as an attachment to the general service form.
How to apply for the payment of the grant
Apply for the payment of the grant according to the decision in the e-service either in one or several instalments.
Log in to the service using your personal bank identification, mobile certificate, or certificate card. Fill out the payment application thoroughly on the Payments tab and attach the required documents.
Use the printable form to apply for the payment if you applied for the grant using a printable form instead of the e-service. Submit the payment application and its attachments by post to the KEHA Centre. The application can also be submitted as an attachment to the general service form.
To whom and on what terms
The grant may be granted to legally competent entities and companies.
Conditions for receiving the grant:
- social acceptability and public benefit of the intended use
- necessity in relation to the quality and scope of the project or activity
- necessity in relation to other public grants received by the applicant
- the grant must not distort competition or affect market functioning.
Projects must be time-limited, serve the common interest, and have publicly available results. Projects may last one or more years. The Economic Development Centre is not committed to further funding, and the promotion grant is decided annually based on the submitted application and the available appropriation.
Projects should, whenever possible, be carried out in a way that is most advantageous to society. They must be put out to tender if required, in accordance with the Act on Public Procurement and Concession Contracts.
Eligible costs are reasonable wages, fees, outsourced services, investments, travel, and material costs arising from the project. Salaries for project-related work must not exceed what would normally be paid for equivalent work in the entity or company. Normal operating costs, depreciation, and other imputed items are not eligible. The grant may not be used to repay loans. Travel costs and daily allowances must comply with the State Travel Regulations.
As a rule, the Economic Development Centre does not grant the full cost of a project. Other necessary funding may include, in addition to the own contribution, resources from municipalities, companies, cooperatives, or fisheries regions. Decisions on fisheries region grants also take into account the use of the region’s operational appropriation. Therefore, the grant application should include the fisheries region’s budget for the project year, or if not yet available, the most recent budget.
The own contribution may also include unpaid work, i.e. voluntary work. Voluntary work is valued at EUR 20 per hour, with mechanically performed work (tractor) valued at EUR 40 per hour, and small motorised machinery at EUR 10 per hour.
Grants are generally paid based on approved actual costs, in one or more instalments. In exceptional cases, and for justified reasons, part of the grant may be paid in advance.
