Pay subsidy is support intended to promote the employment of an unemployed jobseeker. Do the following

Apply for subsidy in good time before the employment starts. The employment may not start until a decision on subsidy has been made.

The granted pay subsidy is paid retrospectively such that payroll periods that have ended within a calendar month are included in the payment period. Apply for payment of pay subsidy monthly for payroll periods ending within that calendar month. You can apply for subsidy for multiple payment periods at once. The application does not expire in the middle of the subsidy period. If the subsidy period or the employment ends in the middle of a payment period, the payment period will end simultaneously. However, the subsidy is paid per payment period, that is, monthly.

Submit the payment application to the employment authority within three months after the end of the calendar month in which the last payment period of the subsidy period ends. The subsidy period is the period that has been determined in the decision as the duration of the subsidy.

Any changes in the terms of employment or apprenticeship, layoffs, other interruptions in work or termination of employment must be immediately reported to the employment authority.

Apply for subsidy and payment via the e-services

Apply for subsidy and payment on the online form at the e-services. Log in to the e-services using your personal bank codes, your mobile certificate or your certificate card.

Fill in the application at the e-services and attach the necessary attachments. The internal instructions of the service will guide you in filling in the application. On the e-services, you can file an application, reply to requests to complete the application, complete your application and receive the decisions pertaining to your matter. If there are changes pertaining to the subsidy period, contact the employment authority as early as possible and submit a change application at the e-services before the possible change.

The application can be submitted at the e-services by an authorized person. Individuals with an existing authorization or a right based on register data can act on behalf of an organization without specific authorization.

To use the e-services, institutional consumers need a Business ID in addition to authorization.

To whom and on what terms

In 2026, the Employer Services of Kirkkonummi, Vihti and Siuntio may consider granting pay subsidy:

  1. For a permanent, full-time employment or an employment lasting at least 18 months
  2. Due to disability, illness or other comparable reason, pay subsidy may also be granted for part-time employment.
  3. In case of apprenticeship, no regional policies are set in addition to the statutory conditions.
  4. A pay subsidy may be granted for up to 10 months for a person aged 60 or over who has been long-term unemployed (at least 12 months of unemployment within a 14-month period).

• The duration of the pay subsidy is typically 5 or 10 months (depending on the length of the employee’s unemployment) and the amount is 50% of the gross wage. The maximum pay subsidy is €1,260 per month.

• For hiring a person with reduced work capacity, the pay subsidy is initially granted for 10 months and amounts to 70% of the gross wage. The maximum pay subsidy is €1,770 per month.

• For an association, foundation or registered religious community, the pay subsidy may be granted for 10 months at 100% of wage costs up to 65% working time, if the person hired with the subsidy has been unemployed for at least 24 months during the preceding 28 months. In this case, the maximum subsidy is €2,020 per month. Note! The employment must be a full-time position lasting at least 18 months, in which case the employer covers 35% of the wage costs during the subsidy period.

• A pay subsidy may be available for apprenticeship training if the person being hired is an unemployed jobseeker.

The subsidy is usually 50% of the gross wage, with a maximum of €1,260 per month. The subsidy must be applied for in one instalment for the entire qualification.
