The organiser of the event must draw up an emergency plan for public events and other events in which a significant risk to persons or fire safety risk is present due to the large number of people involved or for some other special reason.
An emergency plan must be drawn up for an event when:
- it is estimated that at least 200 people will be present at the same time,

- define the security arrangements for the event
- provide instructions on how to prevent accidents and how to act in case of accidents and incidents.
To whom and on what terms
If a trader who is established in another country belonging to the European Economic Area provides services on a temporary basis in Finland, they are required to apply for the same permits for their activities as traders established in Finland.

Deadline
The rescue plan for the public event must be submitted to the rescue authority no later than 14 days before the start of the event.
