How to Submit Representative Fees

Submit the fees and information related to the payment of travel and other reimbursements to the KEHA Centre via the ePalkkio form. Log in to the ePalkkio service form using your personal bank credentials, mobile certificate, or certificate card. Your personal information will be transferred to the form automatically. Fill out the form carefully and attach the necessary documents.

If you cannot use the ePalkkio service, use the printable form and send the form to the KEHA Centre.

Submit the district court decisions separately to the KEHA Centre as an attachment to the general service form. Previously submitted district court decisions do not need to be sent again.

To whom and on what terms

The KEHA Centre pays, upon application, a fee to the representative appointed for a minor based on the time spent on the representative's duties and reimbursement for expenses incurred from representation when the representative has been appointed under the Act on the Promotion of Immigrant Integration or the Act on the Reception of Persons Applying for International Protection, and the minor has been granted a residence permit. The Government Decree provides more detailed regulations on the grounds for paying the fee and its amount, reimbursable expenses, and the procedures for paying the fee and reimbursing expenses.

The fee and expense reimbursement are paid for the performance of the representative's duties from the date on which the district court appointed the representative. The fee and expense reimbursement may also be paid for up to two hours of work done to become acquainted with the minor before the district court's decision. However, the fee and expense reimbursement can only be paid after the district court has made the decision on the appointment of the representative.

The hourly fee for the representative is 45 euros.

The following expenses incurred in carrying out the representative's duties are reimbursed:

  1. Ordinary office expenses.
  2. Travel and accommodation costs, as well as daily allowances, according to the State travel regulations.
  3. Loss of earnings, up to €60 per day.
  4. Expenses for necessary training approved in advance by the Finnish Immigration Service or the Economi Development Centre, or for attending meetings of representatives.
  5. A fee for obtaining a criminal record extract, up to two fees per year.

Fees and other expense reimbursements not related to travel must be applied for within two months of the basis for the fee or the expenses incurred. The KEHA Centre may grant permission to pay the fee and expense reimbursement upon application, even if they have not been applied for within the deadline.
