The purpose of the Sheep and Goat Register is to ensure animal traceability and disease control. Through the register, authorities can monitor animal movements and numbers, helping to prevent and control animal diseases and ensure food safety. In addition, the register is used for supervision, support schemes and statistical purposes.

Individual data for each sheep and goat kept in Finland must be recorded in the Sheep and Goat Register. The identification requirement applies to all goats and sheep, including pygmy goats and mouflon, regardless of their number. Animals must be identified even if they are kept as companion animals or pets.
All events, such as purchases, sales, movements, animals found, slaughter, deaths and imports from abroad, must be reported within 7 days of the event.
- In the case of a movement, both the consignor and the recipient must submit a notification.
- Births must be reported using the dam’s birth notification within 90 days of birth.
- The birth must be reported before movement if a kid or lamb leaves its holding of birth before 90 days of age.
Animal dealers and slaughterhouses must submit their notifications on mediation and slaughter within 7 days of the event.
To whom and on what terms
Keepers of production animals and pets must register their holding and their animals.
- Notify the animal holding to the Animal Keeper and Holding Register, if it is not already registered
- Submit a notification of keeping goats or sheep to the Animal Keeper and Holding Register
- Ensure that the animals are individually identified
