Changes to sending electronic forms in Suomi.fi Messages in December 2025

This notice applies to organizations that use or plan to use electronic forms sent via Suomi.fi Messages.
Some public administration organisations has electronic forms intended for customers to use, and these forms are sent through Suomi.fi Messages. The forms may have been implemented by your organisation or they may be solutions offered by a commercial operator.
If your organisation has such forms at your disposal, please ensure that the changes and instructions described below will be taken into account in your organisation’s communications and customer guidance as from 9 December 2025.
What will change in the electronic forms of Suomi.fi Messages?
- The Digital and Population Data Services Agency will remove the built-in redirection to the activation of Suomi.fi Messages from the forms.
- The prerequisite for sending a form is still that the customer must have activated Suomi.fi Messages, but in future, the activation must already be done before sending the form.
- If a person who has not activated Suomi.fi Messages tries to send a form, the sending will fail and the person will receive an error message.
The change is part of the transition to prioritisation of digital communication in communication with the authorities. The purpose of the change is to ensure that your customers do not unknowingly activate Suomi.fi Messages. The change will also ensure that all contact information entered in Suomi.fi Messages will in future have been confirmed.
What should your organisation do to take this change into account
Your organisation is responsible for ensuring that customers understand the following:
- They are filling in a form that will be sent through Suomi.fi Messages,
- To be able to send the form, they must have activated Suomi.fi Messages.
Please add at least the following information to your website, templates and other instructions related to customer service:
- The electronic form passes through Suomi.fi Messages and a copy of it is saved in the Sent folder of the mailbox.
- When the customer is directed to the form (e.g., on the website in connection with the link, or in the e-service if the form is embedded) as well as on the form, inform the customer that sending forms which use Suomi.fi Messages requires activation of Suomi.fi Messages.
For example, you can give the following instructions to your customers: "To be able to send this form, you must have activated Suomi.fi Messages. If you have not yet activated Suomi.fi Messages, do it at www.suomi.fi/messagesOpens in a new window.. The information you have filled in on the form will not be saved and you cannot send the form if you have not activated Suomi.fi Messages."
- If sending the form fails and the user receives an error message, it means that they have not activated Suomi.fi Messages.
- If they wish, they can start using Suomi.fi Messages independently and send the form again or
- use an alternative way of sending the form or using the organisation’s services. Remember to tell your clients clearly in connection with the form what the alternative way of using your organisation’s services is if they do not use Suomi.fi Messages (for example, downloading the form and answers in PDF format and sending them by secure email).
