New content on information sharing, interoperability and enterprise architecture

This spring, the Digital and Population Data Services Agency has published two new guides for Suomi.fi for Service Developers on information sharing, interoperability and enterprise architecture. Presentations and instructions for the Interoperability Platform and the Test Material Service are now available on the Suomi.fi for Service Developers website.
Learn to use the enterprise architecture framework
The new guide, Enterprise Architecture for Business Development, is intended for experts and managers in public administration whose work involves information management and architecture.
The guide introduces Enterprise Architecture Framework for Suomi.fi Service Developers, which combines an organisation’s goals, operating processes, data, information systems and technologies into a uniform structure. The guide summarises the benefits of the framework and presents advice on how to use it.
There is no legal obligation to use the framework; organisations can use it as they see fit.
The framework is the work of the Architecture Guild, a group that operates under the Digital and Population Data Services Agency.

Explore the national solutions for information sharing
The guide for sharing and utilising knowledge in an interoperable manner, published this spring, is intended for experts and managers in public administration whose work involves planning or implementing information sharing with other organisations.
The guide contains best practices for
- how to survey the current state and needs for sharing information in the organisation
- what regulations and risks are associated with the sharing, opening and utilisation of data
- what national solutions are in place to promote information sharing and interoperability?
The guide was written by experts from the Digital and Population Data Services Agency, and it was prepared in cooperation with Helsinki Region Infoshare, the Association of Finnish Local and Regional Authorities, the Ministry of Finance and the Ministry of the Environment.

There will be a detailed presentation of the guide during a webinar at the Digital Weeks of the Association of Finnish Local and Regional AuthoritiesOpens in a new window. (in Finnish), on 3 June 2025.
Towards semantic interoperability with the tools of the interoperability platform
The updated presentations and instructions of the Interoperability Platform are now available on the Suomi.fi for Service Developers website. Previously, the platform documentation was available on the Digital and Population Data Services Agency’s wiki website.
The Interoperability Platform consists of three tools produced by the Digital and Population Data Services Agency: Terminologies, Reference Data and Data Vocabularies. These tools are intended to be used by both the public administration and the private sector. They are available free of charge for terminology work, management of reference data and data modelling. The tools comprise a technical platform for promoting semantic interoperability.

Deploy our extensive test data to develop digital services
The Test Material Service, produced jointly by the Digital and Population Data Services Agency, the National Land Survey of Finland and the Finnish Patent and Registration Office, contains a wide range of test data to support the development of digital services. The service is suitable for testing both public and private sector electronic services.
The materials in the service are
- test identities of the Digital and Population Data Services Agency
- test properties of the NLS
- test companies of the Patent and Registration Office.
