Strategic objectives steer the development of Suomi.fi services

Suomi.fi services are widely used by both public administration and the private sector. It is essential to examine both individual services and the whole range of services from a strategic perspective and to develop both through strategic objectives in order to ensure that the services will meet the needs of the clients also in the future. 

Cooperation group supports the implementation of the Suomi.fi strategy

The Suomi.fi strategy was prepared in 2024 and it extends until 2030. In 2024, the Digital and Population Data Services Agency (DVV) also established a strategic cooperation group for Suomi.fi to support the implementation of the strategy. The task of the group is to support the Digital and Population Data Services Agency, other service providers, and the Ministry of Finance in promoting the strategic objectives of Suomi.fi services.

In 2026, the strategic cooperation group also further defined the Suomi.fi vision into the following form: ‘In 2036, Suomi.fi will be in extensive use, and it will offer a cost-effective foundation for digital services that develops with the times and facilitates smooth and safe transactions.’

The strategy boils down to four themes

The strategic objectives can be summarised as four prominent themes: critical infrastructure, efficiency, interoperability, and ease of using services.

The strategy and vision set the framework for developing the Suomi.fi services. Each strategic objective includes a concrete set of measures, which consist of individual actions. Suomi.fi’s strategic cooperation group follows up on the realisation of these actions twice a year.

The strategic objectives and the sets of measures under each objective are as follows:

1. Suomi.fi is recognised as a part of critical societal infrastructure

  • Reconciliation of the financing base and service level
  • Strengthening the structures of reliability and security

2. Suomi.fi promotes the efficiency of public service provision regardless of the sector

  • Promotion of cost-effectiveness
  • Improving customer work
  • Reform of the portfolio management model

3. Suomi.fi contributes to the interoperability of public administration systems in Finland and Europe

  • Development of national cooperation
  • Development of Nordic and Baltic cooperation and cooperation with the EU

4. Suomi.fi helps citizens and companies use services easily

  • Promotion of usability
  • Customer needs have been identified

Strategy ensures service quality and supports the utilisation of new technologies

The Suomi.fi strategy is based on the idea that Suomi.fi services evolve with time and according to customer needs. Our objective is that our services will continue to deliver on our promise to provide functional, stable, and secure digital infrastructure services. Maintaining relevancy in our services takes continuous effort and investments in both maintenance and development.

The key purpose of the strategy is to steer the development of the services in the next years. The implementation of the strategy also supports the assessment and utilisation of new technologies. One of the key technologies currently under assessment is artificial intelligence, which could potentially be utilised in different phases of service development, maintenance, usability promotion, and process renewal. The implementation of the strategy also involves the inclusion of new Suomi.fi services as part of the Suomi.fi package. Suomi.fi services were launched in 2014–2017 and their use is constantly growing

Suomi.fi services were mostly created in 2014–2017 in the National Architecture for Digital Services implementation programme (so-called KaPa programme), which was launched by the Ministry of Finance in 2013, and the subsequent SuoJa project (2018–2019). Since then, Suomi.fi services have developed significantly.

Activity in the service steadily increasing

The number of transactions in the identification service has increased from the times of the KaPa programme: from a few million transactions to approximately 250 million transactions in 2025. Similarly, the number of authorisation transactions has grown from about one million to over 70 million transactions in 2025. The number of messages sent through the Messages service has increased from under one million to almost 40 million in 2025. In addition, the content of the web service and the Suomi.fi Finnish Service Catalogue (FSC) and their utilisation have expanded significantly over the years. The mere number of transactions indicates strong growth. The functionalities in all services have also expanded significantly over the past few years.
