Grant for the improvement of a private road

A road maintenance association may apply for a grant to improve a private road.

The grants are discretionary, and the conditions for eligibility for a government grant are:

Apply for a grant and its payment primarily in the e-service. Log in with your personal bank ID, mobile certificate, or certificate card.

In the e-service, the application can be submitted by an authorised person. Persons without separate authorisation can act on behalf of an organisation if they have an existing mandate for transactions or a right based on register data.

The mandate theme for e-service is Applying for subsidies for employment, environment, business and transport. Authorisation follows the instructions for Suomi.fi e-Authorizations.

If it is not possible to use the e-service, you can also apply for the grant using a printable form. Submit the application to the Economic Development Centre of the municipality where the road is located by post, e-mail, or in person. The application can also be submitted as an attachment to the general service form.

Attach to the application:

  • A property register extract and a map showing the permanent and secondary residences within the road’s impact area.
  • A certificate or other extract of up-to-date information from the road and street network database (Digiroad).
  • A signed excerpt from the minutes of the road maintenance association meeting, including decisions on initiating the project, applying for a grant from the Economic Development Centre, authorizing a person for electronic transactions, and, if necessary, accepting the grant.
  • Planning documents: description of the work, a performance-based cost estimate, and a design map indicating the locations of culverts and the road sections where bearing capacity, drainage, or other subgrade improvement works will be carried out, including a cross-section of the road structure by layers.
  • If necessary, a statement regarding the dimensioning of bridge spans or culvert openings, and the association’s rules if such have been confirmed by the road maintenance association.

How to apply for the payment of the grant

Apply for the payment according to the decision in the e-service either in one or several instalments.

Log in with personal bank ID, mobile certificate, or certificate card. Fill out the payment application thoroughly on the Payments tab and attach required documents.

Use the printable form to apply for the payment if you applied for the grant using a printable form instead of the e-service. Submit the payment application and its attachments by post to the KEHA Centre. The application can also be submitted as an attachment to the general service form.

To whom and on what terms

The application must include a brief description of the purpose of the grant and the estimated benefits and impacts of the project. The attachments to the application should provide a more detailed description of the project’s objectives and content, implementation schedule, as well as the total cost estimate and financing plan, itemized according to separate instructions. The project plan must also indicate the expected results of the project and the methods for utilizing and disseminating these results. Any necessary permits and agreements must also be attached to the application.

Acceptance of the grant

The road maintenance association must notify the Economic Development Centre in writing within 60 days of receiving the grant decision whether it will accept the grant. If the association does not provide this notification within the deadline, the grant decision will lapse. The association must also notify the Economic Development Centre in writing if it decides not to accept the grant.

The governing body of the association must sign the acceptance notification. The notification must include the association’s bank account number, the name and phone number of the supervisor appointed by the association, and whether the work will be carried out by the association itself or as a partial or full contract. The notification must be accompanied by an excerpt from the minutes of the board or association meeting where the decision to accept the government grant was made.

Supervision and tendering

The supervisor is required to have sufficient technical expertise in the field and must be independent of the contractor. The supervisor’s details are provided on a separate form.

Tendering for the contract must comply with procurement regulations.
