Junction permit for a road

As a rule, a permit issued by a road maintenance authority is required for the construction of a private road junction or a site access to a public road.
A junction permit is required:
- To build a new junction
- To relocate an existing junction
- To alter an existing junction, for example by improvement or widening
- To change the use of an existing junction
- To construct a temporary junction

Do the following
Apply for a permit primarily via the e-service. Log in using your personal bank ID, mobile certificate, or certificate card.
If it is not possible to use the e-service, apply using a printable form. Submit the application to the Economic Development Centre of Inland Finland by post or e-mail. Note that when applying using a printable form, a separate processing fee is charged in addition to the permit fee.
Fill in the application form carefully. Permit decisions are always issued for a specific junction, which means a separate application is required for each junction.
Checklist for applying for a junction permit
If the construction project requires a permit under the Building Act and the property is limited to a public road, the road authority is treated as a neighbor in the same way as other neighbors of the plot. You must also consult the local Economic Development Centre as a neighbor. Attach the statement you receive to your junction permit application.
Attachments
Before applying for the permit, obtain the following attachments:
- Evidence of the property’s building rights (building permit, local detailed plan, or other documentation). This can be obtained from the municipality.
- Map showing the junction location (1:20,000).
- Written consent from the landowner if the applicant is not the property owner. If there is a road right established by the National Land Survey at the junction location, a certificate of the road right is required instead of landowner consent.
- Extract from the municipality’s approved local detailed plan, master plan, or component plan, or the draft plan if applicable.
- Statement of other possible ways to provide road access to the property, e.g., easement road.
- Site plan or other plan showing the exact location of the junction on the property.
Mark the planned location of the junction on the terrain with sticks. If you submit a supplement to your application later, email it to: liittymat(at)elinvoimakeskus.fi. In the subject line, include the application’s service ID, file number, or the applicant’s name, municipality, and road number.
The junction permit itself is generally valid until further notice. The building permit for the junction is valid for two years. The junction must be constructed within this time.
Sometimes only a temporary permit can be granted. A temporary junction permit is generally valid for up to two years.
Deadline
Work may not begin before a positive decision has been issued. More detailed conditions are specified in the permit decision.
Processing time
The processing time for the application is approximately three months. Processing times for junction permit applications vary considerably depending on the number of applications received. An incomplete application or missing attachments will delay the processing of the application.
Period of validity
The validity period of the construction or temporary junction permit is stated in the permit decision. An extension of a junction construction permit is granted only for compelling reasons. Requests must be made in writing during the permit's validity. No other changes are made; other amendment requests are processed as a new application. Apply for an extension via e-mail to liittymat(at)elinvoimakeskus.fi. Use the permit decision number as a reference.
