To whom and on what terms
The owner, holder, or temporary user of the vehicle who is entered in the register can receive a traffic penalty fee through a regular letter if the vehicle exceeds the speed limit by no more than 20 km/h. A person who has received a traffic penalty fee may object to it by notifying the police of the place where the offence was committed within 30 days of being deemed to have been informed of the matter.
The person who received a traffic penalty fee can also pay it, even if they have not committed the offence themselves. In this case, however, the violation is entered in the driving licence register as a violation by the person concerned, and it will be taken into account when considering imposing a driving ban due to repeated traffic violations. Under the current Road Traffic Act, speeding is taken into account when the speed limit is exceeded by more than 10 km/h in an area where the maximum speed allowed by a traffic control device is no more than 60 km/h, or if the maximum speed allowed by a traffic control device is over 60 km/h, by more than 15 km/h. Failure to comply with the red traffic light is also taken into account in repeated traffic violations.
