Do the following
Fill in the application primarily in the e-service. Log in to the service using your personal bank identification, mobile certificate, or certificate card.
A carefully completed form with attachments speeds up the processing of your case. Read the instructions and conditions before submitting your application.
- If applying for a right-of-way based on permanent residence, indicate your place of residence.
- If applying for a right-of-way based on work commute and you live in the other islands of Parainen and the Kimito Islands or in Skåldö, Hitis/Rosala and Vartsala in Kustavi, attach the employer's certificate of employment and other necessary information. You can apply for a right-of-way for the entire family.
- Self-employed persons, sole proprietors and companies must describe the nature and scope of operations and list possible customers and contracts plus location of the sites. Companies must also give the number of employees and vehicles and the date it started operating. The Economic Development Centre can request a statement from the municipality, when necessary.
- Print the necessary certificates and attach them to the application (a Trade Register extract or Register of Associations or an extract from the Business Information System).
A renewal permit is applied for in the same manner as a new permit. A renewal application must be justified in the same manner as the original application. The right-of-way can also be changed on application.
If it is not possible to use the e-service, you can use a printable form. Submit the form to the Economic Development Centre of Southwest Finland by post or e-mail.
To whom and on what terms
Right-of-way granted based on permanent residence:
Permanent residents of Houtskär, Norrskata, Iniö and Hailuoto are granted right-away on application. Right-of-way is also granted to the residents of islands when the habitual residence is accessed by a commuter ferry.
Right-of-way granted based on work commute:
Permanent residents of the other islands of Parainen and the Kimito Islands, Hitis/Rosala and Vartsala in Kustavi may be granted right-of-way for work commute.
Right-of-way granted based on sufficient need:
E.g. urgent transport, work commute or trips related to authority operations can be considered sufficient need. Urgent trips related to running a business or professional activities, transport of perishable foodstuffs, emergency tasks or similar trips may be sufficient grounds for right-of-way. Right-of-way may also be granted based on work commute from the mainland to the archipelago.
Temporary permits and permits that are lent:
If the right-of-way is based on temporary need, the Economic Development Centre may grant a temporary permit. The application must be justified as described above. The Economic Development Centre can also grant municipalities the right to borrow right-of-way permits. The municipalities can lend the permits as they see fit. Right-of-way permits that are lent are primarily meant for short trips that cannot be delayed. These include, for example, urgent work trips of the employees.
The Economic Development Centre checks the information provided by the applicants.
The right-of-way permit or plates cannot be handed over to another person. If the conditions that are the grounds for granting the right-of-way change, the right-of-way will expire. The decision and the right-of-way plates must be immediately returned to the Economic Development Centre. If the conditions of right-of-way are violated, the Economic Development Centre can issue a warning or cancel the right-of-way.
Deadline
Applications are processed in the order they arrive. If information is missing, the application will be processed when the missing information has been provided.
Processing time
Processing of applications takes 4-8 weeks. It might take a little longer during rush times. If information is missing, the application will be processed when the missing information has been provided.
Period of validity
Right-of-way for road or commute ferries between Houtskär and Iniö are granted for the maximum of four years at a time. The permits are granted starting from the date of the decision or a date indicated by the customer. A temporary right-of-way may be granted for the maximum of three months.
