Do the following
Fill in the application primarily in the e-service. Log in to the e-service using your personal bank identification, mobile certificate, or certificate card.
If it is not possible to use the e-service, you can use a printable form. Submit the completed form and its attachments to the Economic Development Centre of Southwest Finland by post or e-mail.
Supplementing the application
If you need to supplement your application later, send the additional information to the Economic Development Centre of Southwest Finland by post or email. Include the application reference number or the applicant's name. Do not submit a new application through the e-service for additional information, as it would be registered in the system as a new application.
Attachments to the application
If the right of way is requested on grounds other than permanent residence, there must be sufficient need. You may attach documents to demonstrate the need for the right of way. Applicants applying for a right of way for work-related travel must attach their employer's certificate of employment and any other necessary information relevant to the application.
Renewing the permit
A renewal permit is applied for in the same way as a new permit. A renewal application must be justified in the same way as a new application. The right of way may also be amended on application.
To whom and on what terms
Permanent residents of the islands of Houtskär, Norrskata and Iniö may be granted a right-of-way permit upon application.
Permanent residents of the other islands of Parainen and Kimitoön, as well as Skåldö, Hitis, Rosala and Vartsala in Kustavi, may be granted a right-of-way permit for work-related travel upon presentation of an employer's certificate.

Deadline
Applications are processed in the order they arrive. If information is missing, the application will be processed when the missing information has been provided.
Processing time
Applications are processed in the order in which they are received. An incomplete application will not be processed until the missing information has been provided. The average processing time for applications is approximately 1–2 months. The delivery time for the plates is two weeks from the date of the order.
Period of validity
A right-of-way permit may be granted for up to four years. A temporary right-of-way permit may be granted for up to three months. The permit is granted from the date of the decision or from another date specified by the applicant.
