Load restrictions during the frost heave period aim to maintain the trafficability of roads with weak load-bearing capacity as well as possible, reduce damage to roads caused by heavy traffic, and ensure the operation of vital transports also during the frost heave period. The weight limit is generally 12 tons, and only in exceptional cases is a 4-ton limit applied.

Do the following
Submit the form to the general service form to the Economic Development Centre in whose area the road with load restrictions is located.
Licences are not issued by telephone.
To whom and on what terms
The necessity of the transport, its weight, and the current condition of the road are taken into account when processing the application.
Special permits are granted restrictively and only for well-founded reasons.
Deadline
The special road permit for a frost heave period must be obtained before driving on a road with load restrictions.
Processing time
The processing of the permit application takes approximately two working days.
Period of validity
The permit is usually issued on a case-by-case basis for a single transportation. However, for transports with clearly defined quantities and schedules, it may be appropriate and justified to issue a single permit instead of multiple separate permits. For a long-term permit, a reservation is included allowing its cancellation before the end of the validity period if required to maintain the road’s accessibility.
