Temporary traffic arrangements – event organisation

All events in highways that are not part of normal traffic require a permit from the Economic Development Centre. The harm and hazards caused by abnormal use of roads is prevented by traffic arrangements and by selecting an appropriate time and place for the event. Permits are very rarely granted to events on semi-motorways and motorways.

Use the e-service primarily.

Signing into the service requires strong authentication. You will need either a bank ID, a mobile certificate or a certificate card.

Attach a traffic control plan to the permit application. The traffic control plan must be presented based on a roadmap. The road management authority recommends that the organiser of the event should have extensive experience on the above tasks + Road Safety 2 training or other safety training for traffic control and work in road areas and the training required for the task.

If you cannot use the e-service, you can write a free-form application that contains all the necessary information about the event. Irrespective of the location, submit the free-form application and its appendices to the registry of the Economic Development Centre of Inner Finland (P.O. BOX 40, FI-00072 ECONOMIC DEVELOPMENT CENTRE, FINLAND). When using this application method, a separate processing fee is charged in addition to the actual permit fee.

The application must include

  • event name
  • time
  • road/municipality
  • estimated number of visitors to the event
  • organiser and contact person’s contact details
  • billing address
  • applicant’s business ID or personal identity code.

Complete the application carefully. If you supplement your application later, email the supplementary information to: tilapaisetluvat@elinvoimakeskus.fi. Enter the applicant’s name, the municipality in which the work site is situated and the road number in the subject field of the email. If you know the application’s identification or register number, add it to the subject field as well.

Please note that if the road must be closed to other traffic for more than 10 minutes due to the event, you will need a separate permit to close the road from the regional Economic Development Centre.

Processing time

The processing of the application takes on average 2-4 weeks. During the busy spring and summer periods, you should be prepared for a longer processing time. The processing of the application takes at least 3 working days. When arranging large events, please allow more time than usual for the processing of the permit. An incomplete application or missing appendices will slow down the processing of the application.

Period of validity

The period of validity is permit-specific and is announced in the decision.
