Ensure semantic interoperability

What is meant by the semantic interoperability of data?

Semantic interoperability ensures that the precise format and meaning of exchanged data and information is preserved and understood throughout exchanges between parties, in other words ‘what is sent is what is understood’

We must therefore ensure that the sender and the recipient understand the content and structure of the data in the same way.

How do I make data semantically interoperable?

The parties exchanging information shall agree on:

  • the concepts that define the data
  • data structures, definitions and relationships between them as data models
  • code sets give detail to data specifications.

The parties must also ensure the needs of other stakeholders involved in the exchange of information. Interoperability therefore requires extensive coordination of definitions between different actors.

Use the Interoperability Platformen (in Finnish) for this. In practice, utilising the method means using the tools in the Interoperability Platform to define and publish descriptions.

Also take standards and specifications into account

Standards and specifications have also been created for digital data transfer between organisations, aiming at the same things as the interoperability tools: interoperable systems and datasets.

In other words, it is a good idea to determine whether there are national or international standards or descriptions for opening or sharing the data type in question.
