Classification method and tool for critical targets

The purpose of the criticality classification is to form an overall picture of the factors which the organisation depends on the most for the performance of its outputs and wherein disruptions hinder the performance of the organisation’s tasks.

Each organisation has a purpose, which may be the production of a tangible product or an intangible service. In public administration, the purpose is often founded in the statutory tasks of the organisation.

Classification of critical targets helps the organisation to

  1. identify the protected targets that impact the organisation’s tasks, services or products in case they face a disruption, and
  2. assess the criticality of the protected targets through various perspectives.

This method can be used to allocate limited resources to maximise their benefits in terms of the safety and continuity of operations.

The method description, tool and its operating instructions have been published as part of the Digital and Population Data Services Agency’s Development Programme for Digital Security in Public Administration (JUDO) in March 2022.
