Data balance sheet

The Data Balance Sheet provides an up-to-date situational awareness of the current state of personal data processing in the organisation and an assessment of the realisation of data protection measures.

The Data Balance Sheet surveys the development needs related to the processing of personal data and the measures they require. The Data Balance Sheet can be used to increase confidence in the organisation’s data processing procedures.

The Data Balance Sheet is

  • an instrument for demonstrating accountability
  • a reporting tool for internal and external controls
  • an organisational support tool for planning, operational control and management.

The final content and weightings of the data balance sheet are always formed on a sector and organisation basis. The Data Protection Annual Schedule template can be used to schedule the data balance sheet.

The template is based on a model prepared by the Association of Finnish Cities and Municipalities, with further development by the Data Protection Development Group of the Government Information Security Management Board (VAHTI), which operates under the Digital and Population Data Services Agency.

The template was prepared on the basis of the instructions of the Data Protection Ombudsman and published in November 2021.
