It is important for organisations to adapt the various areas of risk management to their operating environment and practices. This will ensure the best support for decision-making.
This handbook describes the general framework for risk management along with the central government’s operating environment and the Government's core functions and services. The approach of the handbook is to support risk management in government agencies in accordance with current regulations and guidelines.
The handbook uses the international SFS-ISO 31000 standard as its risk management framework. The handbook covers the principles for organising risk management and the planning, implementation, assessment and continual improvement of risk management. Central government risk management is linked to the framework from the perspective of joint processes, services and organisational solutions.
The success of risk management is supported by sufficient and smooth cooperation and communication. Risk management improves through learning and experience. The development of a risk-aware culture requires jointly approved values and behaviours. Communicating these values and behaviours throughout an organisation is a task not only for management, but for every employee.
