Change of service provider and terminating the use of service

These guidelines apply to e-service providers using Suomi.fi e-Authorizations interface services, such as wellbeing services counties,  municipalities, hospital districts and private companies.

Plan the transfer of the service to the new owner carefully together  with the transferring organisation and system supplier. They must  disclose all necessary data to the new owner, such as documentation,  identification data and other matters related to the integration of  Suomi.fi e-Authorizations interface services, such as data related to the user permit and access rights to the rule engine.

Change of service provider

User permit

The user permit for Suomi.fi e-Authorizations interface services is  specific to the service provider and e-service. If the organisation  maintaining the e-service changes, the new service administrator must  first apply for a new user permit.

The application  should mention that it concerns the transfer of user permit of an  existing service to a new service provider.

Rule engine access

In connection with the Suomi.fi e-Authorizations deployment project,  the service provider's representatives are granted access to the  e-service-specific rule engine settings. The settings of the rule engine define the prerequisites for acting on behalf of another party, and the service provider can independently set different conditions for its  e-service in the rule engine. The setup of the rule engine is the  responsibility of the service provider.

When the service provider changes, the administrators of the rule  engine also change. You can notify the deployment team of any new  persons and persons to be removed at: valtuudet-kayttoonotot@dvv.fi. The message must include the names of the persons to be removed, the  names and personal identification numbers of the persons to be added and the e-service concerned. The user permit should be renewed before these measures.

Change of e-service’s web address

Check whether the change of service provider affects the e-service's web address.

If the e-service uses Suomi.fi e-Authorizations with a Web API, the  return address of the new web address of the service must be permitted  in the Digital and Population Data Services Agency's service  configuration. The return address is the e-service address to which the  user's session is directed after they have selected a client in the  Suomi.fi e-Authorizations selection interface. In the interface  description (“The authorization’s return address must be entered as permitted redirection address”). The new return addresses can be reported to: valtuudet-kayttoonotot@dvv.fi.

For organisations using the Data Exchange Layer, the web address of  the e-service is not significant from the perspective of integration. If the identifier of a subsystem changes for some reason, the new  subsystem must be granted permission to the DVV Security Server and  service configuration. The details of the new Security Server subsystem  can be reported to: valtuudet-kayttoonotot@dvv.fi.

Contact persons

Please also confirm and provide us with the contact persons of the  new service provider. New contact persons should be reported with an  application for a user permit, but they can also be reported separately. The contact persons will receive disruption notices and release notes,  and they will also be contacted in other respects if necessary. New contact persons can be reported to: valtuudet-kayttoonotot@dvv.fi.

Terminating the use of the service

If the e-service is completely decommissioned or the use of the  Suomi.fi e-Authorizations interface services is discontinued, you can  submit a notification to the following address: valtuudet-kayttoonotot@dvv.fi.
