With the Suomi.fi e-Authorizations interface services, you can reliably check that the user has the right to act on behalf of another person or organisation in your service.
The right to act on behalf of another party is based on the information kept in basic registers or a specific mandate:
We recommend that you enable acting on behalf of another party on the basis of the role found in a basic register. In that case, such parties as guardians of a child, entrepreneurs and board chairpersons have direct and easy access to your service and do not need a specific mandate.
Register data is not always enough and in such cases, acting on behalf of another party is also enabled with a mandate. In that case, your customers first grant the mandate in Suomi.fi and after that, the assignee can use the service.
The Suomi.fi e-Authorizations service is intended for both public administration and private sector organisations. With our service, your mandate information is always up to date, which makes acting on behalf of a person or an organisation easier and provides your customers with a smooth service experience.
The Suomi.fi e-Authorizations retrieve the information from basic registers and the authorisation register, and return a real-time response to the service on the right to act on behalf of another party.
It is easy to grant and invalidate mandates in Suomi.fi e-Authorizations online. Persons and organisations that cannot use the service independently can grant and invalidate mandates with an application. Read more about authorisation with applicationOpens in a new window..

The Suomi.fi e-Authorizations check the right to act on behalf of another party from basic registers. For example, a child’s guardian can act on behalf of the child and a company’s managing director can act on behalf of the company without a specific mandate.
We search the registers for data on the person that acts on behalf of another party (assignee) and the person or organisation on whose behalf the assignee acts (assignor).
We use the following registers:
Population Information System
Register of Guardianship Affairs
Business Information System (BIS)
Trade Register
Register of Associations
Mandate register.
You can enable acting on behalf of another person in your service with a mandate or without a specific mandate.
The guardians of a minor can usually act on behalf of their child in all matters without a specific mandate. The guardians must be registered in the Population Information System.
You can only act on behalf of an adult with the mandate for transactions granted in Suomi.fi e-Authorizations. Exceptions to this rule can be made under certain conditions for acting on behalf of a person under guardianship and a person who has prepared a continuing power of attorney.
You can enable acting on behalf of companies, associations or other organisations in your service with a mandate or without a specific mandate.
You may be able to act on behalf of another party without a specific mandate if you
are the managing director of a company or
the chair of a company’s board of directors
or have the right to sign for a company.
You can use the management user interface (rule engine) provided by the Suomi.fi e-Authorizations to specify the roles in which a person can act on behalf of another party.
In addition to the mandate for transactions allowing a person to act on behalf of another party, the right to create a mandate or a representative’s right to grant a mandate can also be used. In that case, the assignee can manage a company’s or organisation’s mandates in Suomi.fi e-Authorizations.
We always select the most suitable interface with the client organisation for checking the mandate according to the service use cases. Two technical connection methods are available:
Web API (for acting on behalf of a person and a company)
Security server interface or Suomi.fi Data Exchange Layer (only for acting on behalf of a company)
You select the rules that you want to use to enable and, if necessary, restrict your customers’ right to act on behalf of another party in your service. When you select the rules carefully, acting on behalf of another party in your service functions without problems.
For example, you can restrict acting on behalf of a minor so that a child’s guardian cannot act on behalf of the child
if the child has been taken into care
if the child is above or below an age limit
if a separate agreement has been concluded on the division of the custody of the child in non-housing matters.
Acting on behalf of an organisation can be restricted for following reasons:
the company is bankrupt, in restructuring or in liquidation
the person acting on behalf of a company is prohibited from doing business.
