Exemption from the obligation to use Suomi.fi services

The user organisation must apply for an exemption from its obligation to use the service from the Digital and Population Data Services Agency if it primarily uses another service for the activities for which the support service is intended.

For example, the obligation to use the support service does not apply when the user organisation creates support service integration connected to only one of its categories but uses other services for similar purposes in its other categories.

The obligation to use the support service does apply when the organisation uses support services at least in all of its key categories. Categories refer to how the user organisation has arranged the processing of administrative matters in its own information management.

The grounds for exemptions are listed in the Act on Support Services and they comprise technical and operational reasons and reasons concerning cost-effectiveness and information security. The list is exhaustive, which means that other grounds for seeking exemptions from the obligation are not acceptable.

If your organisation applies for an exemption from the obligation to use a Suomi.fi service provided by the Digital and Population Data Services Agency, it must submit an application for an exemption from the obligation to use the Suomi.fi service in question.

The Digital and Population Data Services Agency recommends that you use the form template created for this purpose as it guides you in completing the application correctly and speeds up the processing of the matter.

Send the application and any appendices to it to the Digital and Population Data Services Agency by email to suomi.fi-kayttoluvat@dvv.fi.

An organisation applying for an exemption may also have a separate intermediary. A public or private sector operator that the organisation authorises to act on its behalf can act as the intermediary. The organisation is responsible for the accuracy of the information provided by the intermediary. The intermediary (such as a system supplier) represents user organisations (such as organisations using the system) and applies for an exemption on behalf of these organisations. In that case, too, the exemption is granted to the user organisations.

The intermediary must obtain an authorisation from the user organisations to act on their behalf.

The content of the application for the exemption is the same as the content of the applications submitted by the organisations themselves. The intermediary must also give the names of the organisations on whose behalf the exemption is sought.

The applications for exemptions are processed by an official specialised in Suomi.fi access licences. The applications are processed in the order of arrival. On average, the processing of an application takes between three and four weeks.

The decision on the exemption is sent to the contact person given in the application. The decision on an application submitted by an intermediary is sent to the intermediary, which forwards the decision to the user organisation.
