Right to use Suomi.fi services in a public task
The public sector has an extensive right to deploy use
Public sector organisations may use all Suomi.fi services when carrying out a public administrative task laid down in the law.
Organisations that have the right to use all Suomi.fi services in the exercise of a public task
The following parties may use all of the Suomi.fi services when performing a public administrative task laid down in the law:
- Organisations obligated to use the services
- Public administration authorities, including the authorities of Åland Islands
- Independent institutions subject to public law: for example, Kela, the Bank of Finland, universities, the Finnish Institute of Occupational Health and Keva
- Parliament and its agencies
- Funds external to the Budget
- Organisations that have been assigned by a law, by a decree given pursuant to a law or by a decision of an administrative authority given pursuant to a law to independently manage a public administration task: for example, universities of applied science, Finnish Centre for Pensions, Farmers' Social Insurance Institution Mela
- Municipal authorities and municipal cooperation bodies: Municipal authorities also have the right to use the support services in their other tasks.
Organisations with a limited right to use Suomi.fi services in the performance of a public task
Organisations performing a public task based on an agreement pursuant to a law or on other grounds may use Suomi.fi services in this task, even if they are not public-sector organisations.
However, the use of Suomi.fi e-Identification, Suomi.fi Payments and Suomi.fi Messages is subject to a licence. Decisions on their provision are made by the Digital and Population Data Services Agency for Suomi.fi e-Identification and Suomi.fi Messages and the State Treasury for Suomi.fi Payments.
