Accessibility statement for the Interoperability Platform
This accessibility statement explains how well the Interoperability Platform online service complies with the Act on the Provision of Digital Services, what shortcomings there are in the accessibility of the website and how you can give us feedback on accessibility problems.
The Digital and Population Data Services Agency is responsible for this online service. We want as many users as possible to be able to access our digital services. We take accessibility into account in the development of digital services.
How accessible is the website?
This online service largely meets the A and AA level accessibility criteria required by law (WCAG criteria 2.1). The online service has some shortcomings in accessibility, which are described in more detail below.

Accessibility monitoring
Finnish Transport and Communications Agency Traficom monitors the implementation of accessibility requirements. If you are not satisfied with the response you have received or you do not receive a response at all within two weeks, you can give feedback to Traficom. The online service is not yet fully accessible.
Content or features that are not yet accessible
- The heading hierarchy is inconsistent. (WCAG 1.3.1, 2.4.6)
- Certain user interface elements contain images that do not have an appropriate alternative text. (WCAG 1.1.1)
- Some of the colour combinations do not meet the minimum contrast requirement. (WCAG 1.4.3, 1.4.11)
- Focus order is inconsistent. On some pages the focus is placed in a random location. The focus may be moved out of a dialogue window. (WCAG 1.3.2, 2.4.3)
- Focus is not visible in certain user interface elements. (WCAG 2.4.7)
- There is no way to bypass blocks of content. (WCAG 2.4.1)
- The page title is not updated to reflect the page content. (WCAG 2.4.2)
- The language of the online service and its parts has not been marked properly. (WCAG 3.1.1, 3.1.2)
- There are some inconsistencies in the semantic structure of the online service. For example, tables have been used for layout purposes. Tables are not implemented in a way that their structure could be determined appropriately via assistive technologies. (WCAG 1.3.1, 4.1.1, 4.1.2)
- There is no keyboard access to all of the content and functionality. (WCAG 2.1.1)
- In certain parts of the online service resizing the content does not work properly. (WCAG 1.4.4, 1.4.10)
- The tooltips are not accessible. Some tooltips become visible only on mouse hover. (WCAG 1.4.13)
- The main navigation menu is inconsistent across the online service. (WCAG 3.2.3)
- There are some user interface elements which cannot be programmatically determined. For example, the main menu and the language menu are not announced correctly via assistive technologies. Expandable sections and tabs have not been implemented in a way that is programmatically appropriate. Many user interface elements do not have appropriate labels associated with them. Dialogue boxes are not announced correctly via assistive technologies. (WCAG 1.3.1, 4.1.2, 4.1.3)
- Some status messages are not announced via the screen reader, and the screen reader is not notified of some of the error messages or search results and their filtering. (WCAG 4.1.3)
An effort will be made to correct the shortcomings listed in this statement during 2024.
