Acting on behalf of a foreign person or company
Foreign persons and companies can also use Suomi.fi e-Authorizations. To do so, they are required to use the Finnish Authenticator identification service. Finnish Authenticator is an identification token for Suomi.fi e-Identification. Further information on Suomi.fi e-Identification.
Target groups
Identification with the Finnish Authenticator service is only intended for foreign persons that:
- represent a foreign organisation
- do not have a Finnish personal identity code.
The Finnish Authenticator app can be used to log into those Finnish public administration e-services that have implemented the Finnish Authenticator identification service. To be able to use the e-services, the end user representing a foreign company must also apply for the required mandates in Suomi.fi e-Authorizations.
Using the Identification Service
In the Finnish Authenticator identification service, the foreign end user registers a personal foreigner’s identifier and verifies their identity with the Finnish Authenticator app. In connection with the initial identification, the end user is asked to take a photo of their passport or national identity card and one of themselves. The identification service will confirm the end user’s identity if the information in the identity document and the photo match.
After registering and initialising the application, foreign end users can log into the e-services with their username, password and application PIN.
Identification has been implemented in connection with Suomi.fi e-Identification. The Finnish Authenticator Identification Service is not a strong electronic identification service.
Changes to e-services
By default, foreign persons and companies are not transmitted to the response messages of mandate queries. This is a feature that must be enabled separately in the service configuration. It can only be enabled by the deployment team of the Digital and Population Data Services Agency.
If you want to enable a foreign person to act on behalf of a foreign or domestic company in the e-services, you must notify the Suomi.fi e-Authorizations deployment team (valtuudet-kayttoonotot@dvv.fi). This notification must also include the service configuration identifier (Data Exchange Layer identifier and/or Web API Client ID), for which the feature needs to be enabled.
