Duties of the FSC main user

The FSC main user in a nutshell

  • The FSC main user is a role that involves coordinating the production of the organisation’s FSC content and allocating the associated responsibilities within the organisation.
  • The FSC main user has an overall view of the organisation's FSC content.
  • The FSC main user oversees the quality of the organisation's service data and guides the FSC users in content production.
  • The FSC main user ensures that FSC users are aware of the guidelines and are trained in the use of FSC.

At least one FCS Main user often also has the Service Management Main user’s rights, in which case they are also tasked with inviting new users to the Service Management and the Suomi.fi Finnish Service Catalogue and sharing licenses.

According to the FSC terms of use, organisations must have at least two main users, one of which is the actual main user and the other the user’s deputy. There may be several FCS Main users depending on the size of the organisation or the part of organisation. The main user is the Digital and Population Data Services Agency’s link to the organisation.

According to the terms of use, one of the FCS Main users should be a communications person if the organisation has such personnel. This improves the quality of service data by ensuring that communications specialists have expertise in writing customer-oriented data and also have a good understanding of websites. They can also take the organisation’s communication policies and terminology into consideration.

Preach and engage

The FCS Main user is often tasked with a persistent “FSC preaching” so that the organisation retains an understanding of what the Suomi.fi Finnish Service Catalogue is and why the organisation is committed to using it.

The main user should invite themselves to regularly visit the management team of the organisation or part of it to provide status reports on the status of FSC content. The organisation’s management is responsible for ensuring that the main user can carry out the task during their working hours and that they are authorised to coordinate the organisation’s FSC work. The organisation’s supervisors must understand that everyone involved in FSC work needs to reserve working hours for it. FSC tasks should be recorded in the job description of main users and users.

Learn to use the interface

The more the main user understands the FSC, the more meaningful the task is. The main user should closely monitor FSC communications, participate in training and clinics, make full use of the materials available on the Suomi.fi for Service Developers website, and remember to create as much actual content as possible in the FSC.

Every new FSC person – including the FCS Main user – should start their FSC career by getting the FSC driving licence in eOppiva (in Finnish, HAUS kehittämiskeskus Oy)Opens in a new window..

Advise and encourage users

You should address new FCS Users after they have gotten their FSC driving licences so that they don’t grow too afraid to start using the interface. This means that the main user reviews the interface with the users and shows them how to sign in and how to use it in practice. The size of the organisation affects the way this step should be done.

The main user should inform and remind the users of FSC instructions, future training, and the recordings and other materials related to past training sessions. His role is also to regularly review the quality of the organisation's FSC content and to encourage users to pay attention to the quality of the content they produce.

It’s also a good idea to encourage your organisation’s users to carefully read the FSC and Service Management bulletins sent by the Digital and Population Data Services Agency, which often contain important, timely information related to administration. Some bulletins are sent only to main users, some to all users. Only people with FSC user rights will receive email notifications because mailing lists are based on user lists.

Build a FSC team and brainstorm with others

The FCS Main user is important for successful FSC work in the organisation, but needless to say that the FCS Main user cannot be responsible for the entire organisation’s service data on their own.
It’s a good idea to assemble a team around the main user. The composition of this team depends on the size and structure of the organisation. The task of the team is to produce content for the Suomi.fi Finnish Service Catalogue, to support the FCS Main user in practical work and to introduce expertise in the organisation’s different industries or service areas into the coordination of FSC work.

A good FSC team includes, for example,

  • those who work close to and at the sources of changing data on a daily basis
  • subject matter experts
  • communications professionals or other communications-oriented people
  • curious and courageous, proactive people.

The size of the team and the intensity of different people’s involvement vary. In the first phases of the organisation’s FSC work, communications and subject matter experts often play a greater role. Later on, the ball may be more often in changing data holders’ court.
