Becoming a Suomi.fi Messages digital mail operator
What is a digital mail operator?
A digital mail operator provides their digital mail service or viewing application to end users for reading notifications and other messages from authorities in Suomi.fi Messages.
A digital mail operator:
- provides a service directly to the end user,
- uses strong identification to verify the user,
- asks the user for permission to display official messages in its service,
- displays the user’s Suomi.fi Messages inbox through the Digital and Population Data Services Agency’s APIs, and
- provides its own user communications, guidance and support.
Please note: these instructions are for digital mail service operators. If your organisation sends messages, is a system supplier or technical integration partner for another organisation, you are not a digital mail operator.
A digital mail operator is strictly an organisation that provides a service to end users under an agreement with the Digital and Population Data Services Agency.

Interface documentation (api.messages.suomi.fi).Opens in a new window.
Testing
DVV may grant access to the test environment and the cooperation channels after the digital mail operator provides the contact information of its team and signs the necessary NDAs, after the appropriate security clearances are completed.
Before production use:
- test the implementation in accordance with DVV instructions
- verify compliance with the requirements
- correct any shortcomings.
5. Prepare for communications, customer guidance and support
Keep your users informed
A digital mail operator must ensure that its users do not misunderstand the operating logic of digital official messages. Aim for your users to understand both their rights and duties, regardless of which party provides them with the information and whether they are users of Suomi.fi Messages or the digital mail service. DVV does not join advertising campaigns of the digital mail operators.
Digital mail operators may use preferred DVV terminology to ensure uniform customer communications.
- Suomi.fi Messages is a centralised solution for public administration organisations to send messages to individuals and companies.
- A digital mail service can be used to read the Suomi.fi Messages inbox along with digital mail from other senders.
- A message, i.e. a digital official message, is a message in Suomi.fi Messages that can be read in all approved digital mail services. An individual may also receive digital messages from the authorities in other channels than Suomi.fi Messages. Please note: never use “Suomi.fi Message” for an individual message.
- The authorisation to display messages is granted by the user to the digital mail service, based on which the content of the user’s Suomi.fi Messages inbox can be shown in the digital mail service. The user grants this authorisation through the digital mail service, and it can be revoked in Suomi.fi Messages settings.
