This page contains FAQ related to the Suomi.fi Messages. The Suomi.fi Messages maintenance and customer service teams can also provide assistance.
The use of Suomi.fi Messages requires storing the recipients’ personal identity codes or business IDs, and the messages cannot be sent on the basis of other contact information (excluding paper mailing without an ID). If your organisation is obliged to use Suomi.fi Messages under section 5 of the Support Services Act (in Finnish)Opens in a new window., the obligation is the legal basis for the processing of personal identity codes.
Suomi.fi Messages in-boxes are uniquely identified by personal identity codes and Business IDs. Messages without a Finnish personal identity code or Business ID cannot be relayed electronically to the recipient. If the recipient does not have a Finnish personal identity code, but the sender knows the postal address, the message can, however, be transmitted by letter via the printing, enveloping and distribution service. The REST API allows an organisation to ask whether a certain end-user has given their consent to electronic communications. You can view information on functionality on the end user's inbox status check page. However, the request can only be used in situations where it is necessary to send the message.
Deploying Suomi.fi Messages and sending electronic messages is free of charge. The client organisation is responsible for the costs of sending paper mail and any development required in its own system.
The Digital and Population Data Services Agency does not delete messages from the Suomi.fi Messages database. If you have sent a message to the wrong recipient, you are responsible for correcting the situation and resending the message to the correct recipient.
In such a situation, your organisation must always determine why the message has been sent to the wrong recipient and ensure that the situation will not be repeated. The Digital and Population Data Services Agency may support the investigation of the incident and issue written advice on corrective measures.
If the error in the sending of messages is due to a malfunction or error in Suomi.fi Messages, notify the Digital and Population Data Services Agency of the matter. In such cases, the Digital and Population Data Services Agency will determine the cause of the malfunction and start repairing it.
You should always notify the Digital and Population Data Services Agency of messages to the incorrect recipient. Send the notification to organisaatiopalvelut@dvv.fi.
Suomi.fi Messages does not have a user interface for client organisations. The service provides an API to which you can build an integration from your own information system.
When sending a message through the REST API, one message always contains only one message to one recipient. For this reason, a separate message must be sent from your system to each recipient.
It is not possible to send the same message both electronically and by paper mail via the REST API. If the recipient has given their consent to electronic notification, they do not need to be notified by letter. There may be exceptions in which sending a matter via an electronic channel is impossible for some reason.
Suomi.fi Messages has no age limit, and messages can be sent to people of all ages. However, accessing Suomi.fi Messages requires strong identification, which might be a threshold for minors.
Legal guardians registered in the Population Information System can use Suomi.fi Messages on behalf of their minor child. Acting on behalf of another person is also possible by applying for mandates in Suomi.fi e-Authorizations.
The end-user's email address saved in Suomi.fi Messages is not available to other organisations. The email address saved in Suomi.fi Messages may be different from the email address saved in the Population Information System.
If the recipient of the messages is a company, the message is sent to the company based on its business ID.
The message can be read by people in the company
- who are entered in the Trade Register as a signatory of a company and have the right to represent the company alone
- who have been authorised by the company's signatory to represent the company using Suomi.fi e-Authorizations.
Suomi.fi Messages does not allow users to target a message to a certain person within the company or limit the visibility of the sent message. Instead, the message is visible to everyone who has access to the company’s mailbox.
