Sending a message by paper mail only
In exceptional cases, you can send to an end user a message that will only be delivered as paper mail. In this case the message will not be delivered electronically even if the recipient has activated Suomi.fi Messages.
A precondition for sending messages by paper mail only is activating the printing, enveloping and distribution service (TKJ service).
Please note that Suomi.fi Messages should primarily be used for electronic communication. Your organisation must ensure that some of your messages will also be delivered electronically through Suomi.fi Messages.
Your organisation may need to send a message via Suomi.fi Messages, however only by paper mail, for two different reasons:
- your organisation does not have the recipient’s personal identity code or business ID required for electronic delivery of messages
- the Suomi.fi Messages service implementation has some restriction because of which the service does not meet your organisation’s requirements for delivering electronic messages.

Recipient's ID is not available
In Suomi.fi Messages, the end user receiving the message is identified based on a personal identity code or business ID. In some cases, however, your organisation may need to send a message based on address information alone, without the recipient's identifier. The message is then directed straight to paper mail delivery, as a recipient without an ID cannot have an electronic mailbox in Suomi.fi Messages. This functionality is known as "paper mail without an ID".
Please note that even if Suomi.fi Messages offers this functionality, your organisation must always try to provide the recipient’s personal identity code or business ID where possible.
The message may not be delivered electronically
A significant part of Suomi.fi Messages client organisations' messages are ones for which Suomi.fi Messages already works very well with the current functionalities. However, Suomi.fi Messages does not yet respond to all messaging needs; for example, the 10 MB limit for electronic messages may act as a barrier to sending them. In these cases, it is justified that your organisation sends messages that are only distributed as paper mail via Suomi.fi Messages.
If your organisation wishes to deliver messages as paper mail only, the same sending mechanism will be used as for paper mail without an ID described above.
The delivery of electronic messages should only be disabled for a certain period. As the capabilities of Suomi.fi Messages improve, your organisation must switch to using normal sending methods.
