Verifiable Service via Paperpost

In addition to electronic verifiable service described on the page Electronic verifiable service, your organisation can also send messages requiring confirmation of receipt as paper mail. Verifiable service by paper mail is sent to a Posti branch for the end user to collect by signing a confirmation of receipt. If the verifiable service recipient is a company, the consignment is handed over to a person who has the right to sign for the company, or a person authorised by such a person. Please note that verifiable service by paper mail cannot be sent to Åland or abroad.

Identifiers needed to use the functionality

The preconditions for sending verifiable service as paper mail include not only activating the printing, enveloping and distribution service (TKJ service) but also special settings in Posti's systems. For verifiable service by paper mail, a TKJ identifier and logistics ID are required. To obtain a logistics ID, the organisation must first have a Posti transaction code.

Obtaining identifiers:

  • The TKJ identifier is an ID required to activate this service. It can either be new or obtained previously. If the organisation already has this identifier, the possibility of verifiable service is added via the REST API.
  • A logistics ID is needed for verifiable service by paper mail sent via Posti. To get this ID, the organisation must have a Posti transaction code.
  • The organisation may already have this code. If not, the organisation must request one before obtaining the logistics ID.

Once your organisation has the identifier, submit the logistics ID and TKJ identifier to viestit-kayttoonotot@dvv.fi. Please use e-mail heading "Verifiable service by paper mail".

Confirmation of receipt of verifiable service by paper mail

When the recipient or a person authorised by them has confirmed receipt of verifiable service by paper mail, your organisation will be informed of this by Suomi.fi Messages. To receive these confirmations, your organisation must enable Monitoring the state information of messages. The state information of the confirmation includes the time and date of the confirmation, the name of the person who confirmed receipt, and a tracking ID assigned to the message by Posti. Suomi.fi Messages updates the states of messages sent as verifiable service by paper mail once a day.

Please note that rather than Suomi.fi Messages sending a confirmation of receipt to your organisation electronically, Posti will send it to your organisation as paper mail. The confirmation of receipt can additionally be viewed electronically in Posti's Dashboard service for three months. To retrieve a confirmation of receipt, use the tracking ID you received as part of the state information. If the period of three months has expired, in special cases you can request a confirmation of receipt from Posti Customer Service for three years and three months after the confirmation was given by using the letter's tracking ID.

Your organisation must decide if the confirmation information provided by Suomi.fi Messages meets your needs regarding verifiable service by paper mail. If the confirmation information does not meet your organisation's requirements, you must archive the confirmation of receipt on paper submitted by Posti or apply for an electronic confirmation within the time limits set by Posti.

Sending costs

Your organisation should set electronic delivery as the primary method of verifiable service at all times, and only use paper mail if the recipient does not use Suomi.fi Messages. The fee set out in the price list specified in the agreement between the Digital and Population Data Services Agency and Posti Messaging Oy will be charged for verifiable service by paper mail. By primarily using electronic verifiable service, you will additionally ensure that you are notified of the confirmation of receipt as soon as possible.

When implementing verifiable service, for example in your possible user interfaces, you should clearly inform the user of what sending documents by verifiable service means. This will help you avoid unnecessary additional costs of verifiable service by paper mail.
