Sending paper mail
The current contract for distribution services is valid until 1 October 2026. The Digital and Population Data Services Agency has initiated a procurement process to select the next printing service provider. As a result of the procurement, there may be changes to the functionalities of the printing, enveloping and distribution services. More information will be provided in early summer once the procurement process has been completed. |

If your organisation wishes to use Suomi.fi Messages for both electronic messages and paper mail deliveries, you can enable the printing, enveloping and distribution service (TKJ service) for Suomi.fi Messages. The TKJ service must be enabled separately, as it is not included in the deployment of Suomi.fi Messages. The instructions for enabling the service can be found on the Deployment of the printing, enveloping and distribution service page.
Please note that even though Suomi.fi Messages permits sending messages by paper mail, the service is primarily intended for electronic communications. In other words, you cannot rely solely on the TKJ service. Your organisation must ensure that some of your messages will also be delivered electronically through Suomi.fi Messages.
Provider and operating costs of the mailing service
The provider of the TKJ service has been competitively tendered by the Digital and Population Data Services Agency, which means that you will not have to put your mailing service out to tender should you begin using Suomi.fi Messages. Please note that the tendered service can only be used to mail messages sent via Suomi.fi Messages. If you have any other mailing-related needs, your organisation must competitively tender its other mailing services.
The printing and enveloping service is provided by Posti Messaging Oy. Distribution services are provided by Posti Jakelu Oy. The current agreement is valid until 1 October 2026. The Digital and Population Data Services Agency will put the contract out to tender again at the end of the contract period.
Paper mail deliveries are charged in accordance with the price list specified in the agreement between the Digital and Population Data Services Agency and Posti Messaging Oy. If you are considering enabling the TKJ service, you can request the price list from viestit-kayttoonotot@dvv.fi. Any services that fall outside the scope of the agreement tendered by the Digital and Population Data Services Agency are charged in accordance with the general price list of Posti Messaging Oy.
When using the TKJ service, all domestic letters are sent with Economy class. The delivery of international letters is not included in the TKJ service pricing but is charged according to Posti Messaging Oy’s general price list.
