Priority of digital mail

From 14 April 2026 onwards, official messages will primarily be delivered electronically to all adults who already use electronic services when dealing with public authorities. Adults who log in to the authorities’ electronic services through Suomi.fi e‑Identification will automatically be provided with Suomi.fi Messages, unless they already have an electronic mailbox in use.

A person may choose to return to receiving paper mail at any time. People who are not able to use electronic services will continue to receive paper mail, unless they choose otherwise.

The Suomi.fi Messages REST API provides functions that support the work of public authorities. These functions make it possible to check, for example, whether a message will be delivered through the electronic channel or when an electronic message has been opened.

Progress of the Digital First Project

First phase: From 14 April 2026 onwards, adults will be provided with Suomi.fi Messages when they strongly authenticate in the public authorities’ electronic services. Public authorities will primarily deliver service of documents and other important official messages electronically to Suomi.fi Messages.

Second phase: In late 2026, people will be given the option to read official messages from public authorities also through other digital postal services. Public authorities will primarily deliver service of documents and other important official messages electronically to the background service for messages. Through this service, messages can be displayed not only in Suomi.fi Messages but also in other digital postal services.

What does the change mean for citizens?
