Phase 2: Inclusion of private digital mail service providers 2026–2027
In the first phase, citizens were enabled to receive public authorities’ messages primarily in electronic form. In the second phase, citizens are given the freedom to choose the service through which they want to read messages from public authorities.
The Digital and Population Data Services Agency (DVV) is currently developing a technical and functional solution for Suomi.fi Messages that will allow public authorities’ messages to be displayed also in other digital mail services. If progress continues as planned, commercial digital mail services may start acting as viewer services for public authorities’ messages as of 30 September 2026.
- The aim is to keep the changes required from organisations as minimal as possible.
- From the perspective of the sending organisation, messages will continue to be sent in the same way as before, through the Suomi.fi Messages integration implemented in the organisation’s system.
- Messages sent by the organisation are stored in a background service administered by DVV. The messages will be visible in the digital mail services selected by the recipient (Suomi.fi Messages and other services).
Your organisation is technically prepared for the onboarding of private digital mail service providers once you are using the Suomi.fi Messages REST API. All older Suomi.fi Messages interfaces must be replaced with the REST API by the end of 2026.
- Please continue to promote the adoption and wider use of Suomi.fi Messages in your organisation in accordance with the instructions provided in phase 1.
- It is also important that your organisation ensures continuous training for personnel and customer service staff, and invests in customer communication and guidance.
