Questions on access licence
The Act on Central Government’s Joint e-Service Support Services (571/2016, in Finnish)Opens in a new window. regulates the provision and use of the Suomi.fi services and also contains provisions on service-specific matters. Pursuant to the Act, public sector organisations are either obligated or have the right to deploy use of Suomi.fi Messages.
Private sector organisations, as a rule, do not have the right to deploy Suomi.fi Messages. An exception can be made in a situation where a private-sector operator acts as a service provider for a public organisation. In such cases, the Digital and Population Data Services Agency will decide on the right to use the service.
A public sector organisation can only activate Suomi.fi Messages as an end user (i.e. receive an electronic mailbox) in the role of an administrative client. In other words, the service is not intended for communication between authorities.

An organisation must apply for a new access licence in the following situations:
- An organisation that is obligated to use Suomi.fi Messages expands its use of the service beyond the purpose of use specified in the previous access licence application.
- An organisation that has the right to use Suomi.fi Messages introduces a new service that requires the use of Suomi.fi Messages.

No. Your organisation can deploy Suomi.fi Messages without adopting any other Suomi.fi services. However, you must bear in mind that the legislation may obligate the use of other Suomi.fi services.
