The deployment of the Data Exchange Layer is divided into administrative and technical deployment, and the instructions for those can be found on their own pages. Please note that the planning for the deployment must be done in close cooperation with all the persons and entities participating in the deployment process.
This section contains an overview of the deployment process, showing both the administrative and technical deployment phases. The deployment process of the Data Exchange Layer usually takes about 1–3 months, but the duration of the process can also be shorter. Therefore, familiarise yourself with the specific cases before starting the deployment.
Please note, that your organisation must first join the test environment of the Data Exchange Layer and after that you can proceed to the production environment. If you wish, you can also test the operation of the Data Exchange Layer in the separate development environment.
The Digital and Population Data Services Agency grants access to the test environment
The Digital and Population Data Services Agency grants your organisation access to the Data Exchange Layer’s test environment and sends the installation instructions to your technical contact person.
Join the Data Exchange Layer’s test environment
Once your access permit application has been approved, your organisation can begin the technical process for joining the test environment. Follow the instructions you receive:
Open your firewalls
Install the Security Server Software
Configure your Security Server (also includes applying for and installing certificates)
Add a subsystem
Connect the service client to the security server
If you have any services, add them to the Security Server

The Digital and Population Data Services Agency grants your organisation access to the Data Exchange Layer’s production environment and sends the installation instructions to your technical contact person.
Initiate your technical transfer to the Data Exchange Layer’s production environment
Once the access permit to the production environment has been granted, repeat the same technical procedures as when you joined the test environment.
