Message recipients

Messages can be sent to end users through Suomi.fi Messages either electronically or by post. End users include:

  • individuals
  • companies
  • associations
  • organisations.

Using the service, an end user can:

  • read messages addressed to them
  • send messages and documents and reply to messages if two-way communication has been enabled
  • act on behalf of another person or company if they have the necessary authorisations.

What happens when an end user activates Suomi.fi Messages?

When an individual or company activates Suomi.fi Messages, messages sent by organisations using the service are delivered primarily electronically through Suomi.fi Messages. If the end user has not activated Suomi.fi Messages, the message is delivered by post.

End users can read their messages by:

  • signing in to the Suomi.fi web service, or
  • using the Suomi.fi mobile application.

Notifications of incoming messages are delivered by email and as push notifications through the mobile application.

Individuals as recipients

Electronic messages addressed to individuals are delivered based on a Finnish personal identity code. The recipient does not need to be a Finnish citizen, but they must have a Finnish personal identity code.

A person who does not have a Finnish personal identity code cannot activate Suomi.fi Messages or receive electronic messages through the service.

If the recipient does not have a personal identity code, or if it is not available, the message can also be delivered through Suomi.fi Messages by post. In such cases, the recipient's postal address must be known.

Companies, associations and organisations as recipients

Companies can receive Suomi.fi Messages in matters related to their Business ID. In this context, the term company also includes associations and other organisations. In such cases, electronic messages are delivered based on the Business ID.

Messages sent to a company can be read by persons who:

  • are registered in the Trade Register as authorised signatories of the company and have the right to represent the company independently
  • have been granted authorisation by an authorised signatory of the company through Suomi.fi e-Authorizations.

Messages cannot be addressed to a specific person within a company. All messages are visible to everyone who has the right to access the company's Suomi.fi Messages mailbox.

Suomi.fi Messages is intended for communication between public administration organisations and their customers. The service is not intended for information exchange between public authorities or for internal communication within an organisation.

However, a public authority may receive messages as an end user if it acts in the role of a customer of public administration and has activated Suomi.fi Messages using its Business ID.
