Data model overview for users of FSC data
Beta – content under developedThis page is preliminary and will be supplemented during spring 2026 as the development work on V12 progresses
This guideline provides an overall picture of the key concepts of the Suomi.fi Finnish Service Catalogue (FSC) and the links between them. The aim of the guideline is to help you make use of FSC data through the API when you understand:
- What high-level concepts (content types) the FSC has
- How the concepts are linked to each other
- What data entities are included in each content type
The guideline is intended for
- users of the FSC API (developers, integration planners and implementers)
- Designers of websites using FSC data
How have the concepts and connections been described?
The concepts and the links between them (relationships) are presented as a diagram in which:
- Concepts are presented as rectangles.
- The links between concepts are described as lines. The line may have a text explaining the link (e.g. "offers", "belongs") and cardinalities.
Cardinalities indicate how many instances can be associated with the concept:
1 = one
0..1 = zero or one
1..* = one or more
0..* = from zero to several (zero, one or more)

High-level conceptual model in FSC
A high-level conceptual model in the FSC contains the following concepts:
- Service: describes the information of the service provided
- Service channels: describes where the customer can obtain the service. The service channel types are e-service, website, service location, printable form and telephone service
- Connection: connects a service and a service channel, may contain additional information
- Organisation: may be the provider of the service and/or the responsible organisation. Owns the general description and the service collection.
- General description: is a template for describing a service
- Service collection: groups services and service channels
Links between concepts
- A service may be available in one or more service channels, and a service channel may offer one or more services. A service is linked to a service channel through a connection.
- A service has one main responsible organisation, between zero and several other responsible organisations, and one or more provider organisations
- A service channel has one owner organisation
- When describing a service, it is possible to use between zero and one general descriptions
- A general description has one owner organisation (DVV, Digital and Population Data Services Agency)
- A general description may have between zero and several proposals for service channels
- A service collection has one owner organisation
A service collection includes between zero and several services and service channels
When using the API, note the following
- A service may be available in several service channels (at least one)
- A service channel may offer several different services (at least one)
- A service channel may contain information on service times and contact details
- If additional connection information has been provided, it replaces the corresponding data provided for the connected service channel
- The information in the general description possibly linked to the service supplements the information of the service
- Service collections enable grouping and retrieval from the API as a single collection. Note: identifiers are returned for services and service channels, and their content must be retrieved separately.
