FSC Guide for Associations

The Suomi.fi Finnish Service Catalogue or FSC is a centralised data repository produced by the Digital and Population Data Services Agency, where organisations can use a harmonised model to describe their services and service channels in a customer-oriented fashion.

Associations are welcome to describe their services in the Suomi.fi Finnish Service Catalogue. Use of the service is free of charge.

Data described in the Suomi.fi Finnish Service Catalogue can be retrieved freely through an open interface and utilised in various digital services. For example, data described in the FSC are displayed in the Suomi.fi Web Service and on the websites and digital service platforms of municipalities and well-being services counties.

Implementation of the Suomi.fi Finnish Service Catalogue

To be able to add their service data to the Suomi.fi Finnish Service Catalogue, an association must follow the follow the instructions for implementing the FSC and to submit an application for a FSC user permit.

How to submit an application for a FSC user permit


Things to keep in mind when applying the user permit:

  • If the association you represent is small, it is enough to have one contact person or one person in charge. If necessary, both roles can be assigned to the same person.
  • The question about the obligation to use refers to whether or not your organisation has a statutory obligation to use the Suomi.fi Finnish Service Catalogue. You can answer “no” to this question.
  • You can answer the question about the IN-interface by stating that it will not be activated.

Everyone producing content to the FSC must complete the online training course for an FSC driving licence. The training course is available in Finnish and Swedish and takes approximately 1.5 hours to complete.

Which data do we describe in the FSC?

After the Digital and Population Data Services Agency has approved the licence request, and the required persons in your association have been granted FSC access rights, you will be able to describe the following in the FSC:

  • services
  • service channels through which a client can use services and
  • general information on the organisation.

The described services and service channels must be linked to each other through connections.
If you do not have time to fill in all the information at once, you can save it as a draft. You can also compile your service information into e.g. a Word document in advance, which will make entering the information in the FSC user interface faster.

Ensure that the information is up to date

After the content has been described, your association must ensure that information on services and service channels is updated when it changes. Please correct your information in the FSC if (for example)

  • your opening hours change
  • your contact information changes
  • services and service channels are terminated
  • new services and service channels are created.


Please train all persons producing content for the FSC. Please also ensure knowledge transfer when there are personnel changes.

What if the association uses the Lähella.fi online service to describe their operations?


Another way to add services to the FSC is to describe them in the Lähellä.fi service. Data are imported from there to the Suomi.fi Finnish Service Catalogue each night. During the initial phase, only data written in Finnish will be transferred from Lähellä.fi.
