Effects of life events
Your end users may be experiencing different life events that can impact the use of Suomi.fi Messages in your organisation. Your organisation must ensure that it can manage its communicational responsibilities also during such events. It is important to identify and take such exceptional situations into account already during the implementation phase, when your organisation is designing the customer journeys. This page contains instructions related to different life events and the considerations that apply to each.
End users can give their consent to the use of Suomi.fi Messages, in which case they can receive electronic messages. Your users can also send messages to your organisation if this has been permitted by your organisation. End users can withdraw their consent at any time, in which case they can no longer receive or send electronic messages. However, they can still view the messages they received before they withdrew their consent.
From the beginning of 2026 Suomi.fi Messages will be activated without express consent when end user identify to a service. End user can easily opt out of electronic messages, after which official messages will be sent by paper mail once more. Read more about changesOpens in a new window. (dvv.fi).
An end user can authorise another person, company or organisation to use Suomi.fi Messages on their behalf. In accordance with section 10 of the Act on Common Administrative e-Service Support Services (Support Services Act, 571/2016Opens in a new window.), a general authorisation may be granted for reading, sending and managing electronic messages in Suomi.fi Messages.
This means that your organisation must take into account that the messages you send to end users may also be read by other parties authorised by said end users. If the subject of a message is such that its contents should not be read by any parties authorised by the person, you must prevent the electronic delivery of that message. The guardian of a minor has automatic access to their dependent’s Suomi.fi Messages, and they are granted full mandates if they are registered as their dependent’s legal guardian in the Population Information System. However, in some situations, the guardian may not be able to access the messages sent to their underage child. Your organisation must exercise discretion and be aware of its responsibilities when communicating with minors through Suomi.fi Messages. Messages concerning private matters should not be sent electronically to a minor, as their guardian may have access to their dependent’s electronic mailbox in Suomi.fi Messages. In such cases, a specialist in your organisation, such as a physician, should identify these situations and prevent any messages from being delivered electronically. As a rule, being under guardianship does not restrict the use of Suomi.fi Messages in any way.
Your organisation must be aware if a recipient is subject to a guardianship or continuing power of attorney, and what matters are the responsibility of their guardian or assigned attorney. The guardian or assigned attorney may have access to their client’s mailbox in Suomi.fi Messages, but we recommend sending any notifications separately to both the client and their guardian/attorney. This ensures that both parties receive the necessary information on matters concerning the client.

Having a non-disclosure for personal safety reasons in place does not affect the end user’s use of Suomi.fi Messages. However, the non-disclosure order may affect the use of Suomi.fi Messages when acting on their behalf, as any mandates granted by the person will expire once the non-disclosure for personal safety reasons enters into force.
Suomi.fi Messages cannot search for address information from the Population Information System or the Business Information System. Your organisation is responsible for providing the necessary address information for each delivery.
If you want to avoid the unnecessary processing of the address information of a person subject to a non-disclosure order in their electronic mailbox, we recommend using the automatically generated cover page when sending messages. In this case, you will not be required to include the recipient’s address in any messages that are delivered electronically. If the message is forwarded for paper mail delivery, Suomi.fi Messages will use the message’s address information to attach a cover page to the PDF file before forwarding it. If the personal identity code of a Suomi.fi Messages end user is changed, they will no longer be able to access their previous electronic mailbox. The end user can reactivate Suomi.fi Messages with their new personal identity code. This situation will not require any action from your organisation, but any messages that are sent to the person’s previous personal identity code may not be read by the recipient if they did not switch to paper mail deliveries before changing their personal identity code.
No special action is required from your organisation if the recipient of your message has died. Suomi.fi Messages retrieves the information about the end user’s death from the Population Information System, after which the person’s electronic mailbox will be deactivated. If you use multi-channel deliveries, this deactivation will result in your messages being automatically forwarded for paper mail delivery.
The estate of a deceased person will not have access to the person’s Suomi.fi Messages. However, at the request of the estate, the Digital and Population Data Services Agency may request organisations that have sent messages in the last three months to forward the messages sent to the deceased person’s Suomi.fi Messages to the estate as a paper letter. Upon receiving this request, your organisation must decide which of the messages sent to the deceased person are to be forwarded to the estate.
Suomi.fi Messages will include a new, efficient way for public administration to reach the members of an estate digitally when the new register of estate shareholders is introduced in 2027. Read more about changesOpens in a new window. (dvv.fi).
