Administrative deployment
On this page, we explain from an administrative point of view how your organisation will deploy Suomi.fi Messages. This page and the Technical deployment page complement each other and persons preparing the deployment should familiarise themselves with both.
Please note that the deployment process mainly concerns the REST API of Suomi.fi Messages.
When you are planning the deployment of Suomi.fi Messages, first read the introduction of the service on the Service description page. We also recommend that you familiarise yourselves with the examples of how Suomi.fi Messages can be used, available on the Ways of using Suomi.fi Messages in organisations pages.
Draw up a preliminary plan on what you intend to use Suomi.fi Messages for in your organisation. Make sure that Suomi.fi Messages is suitable for this purpose. Together with your technical implementer, make sure that the technical preconditions described in section 1 on the Technical deployment page are met.
In addition, please note that your customers’ life events may affect how your organisation can make use of Suomi.fi Messages. For more information, see the Effects of life events page.
In addition to the utilisation plan, your organisation should already at this stage have an understanding of the REST interface and which of its functionalities serve your intended use. It is important to keep in mind your organisation’s current and future communication needs, especially digital communication with authorities and the changes it may bring.
If you do not want to build the connection to Suomi.fi Messages yourselves, connecting is also possible with third party standard software. More information about standard software is available on the page Standard software and Messages deployment.
The implementation and integration of Suomi.fi Messages are, as a rule, prepared jointly by the organisation and the system provider, without a separate meeting with the Digital and Population Data Services Agency (DVV). If, during the familiarisation phase, more detailed questions arise that cannot be resolved through a standard support request or written communication, a meeting with DVV can be arranged by contacting viestit-kayttoonotot@dvv.fi. During the meeting, the organisation’s integration plan can be reviewed, or the implementation of the integration can be planned based on background information and joint discussion. However, if your organisation already uses Suomi.fi Messages or if you intend to join through an intermediary that has experience of Suomi.fi Messages, a meeting with the Digital and Population Services Agency is not necessarily needed at this stage.
At the end of the administrative deployment process of Suomi.fi Messages, your organisation must complete the Deployment checklist (see 7. Switch to production use and finish the project) and submit it to the Digital and Population Data Services Agency. We recommend that you already familiarise yourself with the checklist at this stage so that you can begin to complete it during the deployment process.
When you have decided that Suomi.fi Messages is suitable for your needs and outlined the way the service will be used, you can prepare the deployment project in more detail. Plan the schedule and ensure that the required experts in your organisation are available at the right time. Possible integrations with existing systems and making any necessary changes may take some time.
Additionally, make sure that the ways that using Suomi.fi Messages will change the processes in your organisation are identified in the project. You should already begin to plan the required changes at this stage.
Note that if necessary, the Digital and Population Data Services Agency can provide additional information, but it will not participate in the actual planning process.
Support the technical people in the planning of your system integration if necessary.
Suomi.fi Messages printing, enveloping and distribution service
With the Suomi.fi Messages printing, enveloping and distribution service (TKJ service), you can send messages both to the electronic Suomi.fi Messages mailboxes and as paper mail by using a single channel. Suomi.fi Messages separates transmissions on paper and electronic transmissions on your behalf according to whether the recipient has activated Suomi.fi Messages or not. You can read about sending paper mail in more detail in the section Sending paper mail.
If you want to activate the TKJ service, follow the instructions on the page Deployment of the printing, enveloping and distribution service.
To be able to use Suomi.fi Messages, your organisation must obtain an access licence. At this stage, also decide whether you want to start to use the Suomi.fi Messages printing, enveloping and distribution service. Submit the required information to the Digital and Population Data Services Agency.
Access licence
An access licence is required for using Suomi.fi Messages. You will find more detailed instructions for completing the access licence application on the page Applying for an access licence. Your access licence must have been accepted before you can switch to production use. However, we recommend that you submit the service information form and build and test your technical implementation even before the access licence is accepted.
Service information form
The service information form is used to collect information to supplement your access licence application, such as the name of your organisation and service in different languages and the IP addresses of your system. If you wish, you can use the same form to submit the details of more than one service to be connected. The Service information form is completed on a system-specific basis. If you have deployments with different system providers, please complete a separate Service information form for each system.
Send the completed service information form to viestit-kayttoonotot@dvv.fi. Set the subject line of the email to "Service Information Form" and include your organisation’s name as well. If you did not meet Digital and Population Data Services Agency’s specialists during the first stages of the deployment process, also provide an informal description in this email message of how you have initiated your deployment process. The completion of the access licence application alone will not initiate the deployment process of Suomi.fi Messages.
When you have completed and returned the service information form, the Digital and Population Data Services Agency will send the system ID (systemId), the service ID (serviceId) and the REST password to your organisation and open the ports for the IP addresses. Your organisation will need this information for testing Suomi.fi Messages in the QA environment.
At this stage, finalise your plan on how you intend to use Suomi.fi Messages. If necessary, the descriptions in the section Functionalities will support you.
Carefully define the message contents that you will send to Suomi.fi Messages. You should spend enough time on drawing up the content of both messages delivered electronically and those sent in paper mail so that the messages will be clear and informative to all kinds of customers. In addition, if you organisation provides an e-service, define how Suomi.fi Messages will be linked to it. Instructions for creating a smooth link have been compiled on the page Taking into account the relationship between Suomi.fi Messages and e-services.
After having completed the business specifications for your connection, support the technical experts of your organisation in the implementation of the integration or the deployment of the standard software.
Support the technical experts of your organisation in appropriate testing of Suomi.fi Messages. The production use of Suomi.fi Messages must not be started before you have comprehensively tested your connection.
Make sure that especially the end user experience is tested. Ensure that the contents you have planned are conveyed correctly and look sensible from the end users’ point of view. Please take into account, among other things:
- the name of the service
- the informativeness of the electronic message content
- the file names of the attachments
Also test, as part of the TKJ service, in which situations the message is routed to paper delivery and what the content of the message will be.

Ensure that you have taken into account all important matters concerning the deployment by completing Suomi.fi Messages Deployment Checklist (DOCX, 81.96 kB)Opens in a new window..
When your access licence has been accepted, submit the completed checklist to the Digital and Population Data Services Agency and notify the exact date on which you intend to switch to production use. Submit the notification to viestit-kayttoonotot@dvv.fi. Set the subject line of the email to "Initiation of production use” and include your organisation’s name as well.
After having checked the checklist completed by you, the Digital and Popular Data Services Agency will send you the identifiers for the production environment. You will then be able to start to use Suomi.fi Messages in production.
Draw up the guidelines and train your personnel for the new operating models and the use of Suomi.fi Messages before the final deployment. It is important that your customer services agents can tell your customers that you will send mail to Suomi.fi Messages and guide your customers in using Suomi.fi Messages. In connection with each transaction, tell your customers that you will send the related decisions, documents and other messages via Suomi.fi Messages.
